Corruption is a serious problem that hinders development and harms society at large. In Indonesia, corruption has seeped into various sectors, resulting in economic losses and a decline in public trust in the government. The misuse of waste levy funds, which should be used to improve the quality of waste management services, is often allocated in an intransparent and unaccountable manner, resulting in significant losses to the community and the environment. This study examines corruption crimes in Indonesia using a normative juridical research method, which focuses on the analysis of legal norms that govern the eradication of corruption. The study found that while legal frameworks exist, law enforcement often faces challenges, including a lack of coordination between law enforcement agencies, complex bureaucracy, and a culture of impunity that persists. This study concludes that the provisions for the criminalization of corruption crimes (tipikor) in Indonesia, which are regulated in Law No. 31 of 1999, provide an important legal framework for eradicating corruption. However, the implementation of corruption laws still faces various challenges, including a lack of synergy between law enforcement agencies and complicated bureaucracy. An analysis of the misuse of levy funds shows that acts of corruption in the management of these funds harm the community and worsen the quality of public services. To increase the effectiveness of criminal punishment, systemic reforms are needed that include increasing the capacity of law enforcement agencies, strengthening oversight mechanisms, and educating the public about participation in corruption prevention. This writing uses a normative method with primary and secondary data legal materials systematically arranged and analyzed qualitatively.
